Any suggestions Video editing?

I want to make short movies from a group of images (bmp) on a regular basis and looking for a software (free) that does this. Also, what video format and compressor will keep the original clarity of the images? Any leads or suggestions?

From experience of a few friends, I heard that Windows Movie Maker is a decent tool to use. It's free and available for both XP and Vista. Of course, it's not a professional tool, but it will do the job.
