No, a tweak wouldn't help much, because it's a rather dynamic setting, which should ideally be adjustable while playing videos.
I would rather think a slider control would be the right thing.

All I could do is add an item to the orange arrow context menu "Set Speed..." which would pop an interface to set a value.
