I finally solved my problem with resizing Hover box with SumatraPDF. It was a very simple thing that I missed. I thought I would share with others who were having the same issue.
When installing SumatraPDF click on Options (lower left side) then check the line that says -

Let Windows show previews of PDF documents

This is what got me confused, I didn't think it was meant for SumatraPDF so I never checked it. After checking it everything worked as I expected.

I discovered a very good article detailing this for all the major PDF programs, it also shows you the registry entry. You can click the link below to read all about it. Toward the bottom is where they show SumatraPDF. I hope this helps others.

The PowerToys settings described in the linked article finally solved this problem for me as well and I can now enjoy a decent sized pdf preview in XY. :beer:

Edit: Don, maybe you should add the PowerToys tip as well.
