Go to menu item, Tools > Customized Keyboard Shortcuts and select Category Miscellaneous. Press the Jump... button and type in "Toggle Main Menu". There may be a keyboard shortcut already assigned. If not, you can assign one or change it if desired. Also, CID #1061 will also do the same. Type
#1061; in the Address Bar.-

I neglected to mention that there is also a toolbar button, "Show Menu bar" which will cycle the Main Menu bar on and off. You can add all the Main Menu bar items to a toolbar by adding button, All Menus (Group) to your toolbar or add individual menu items you want.
