But the whole Show Folder Sizes business is only about the list.

Global means all, so "Global" should be: "Always show folder sizes in lists." It makes sense (to me anyway), that that should be what the check box in the configuration dialog says and does.
Right clicking on the folder size header and checking the box for Show Folder Sizes should toggle the display for that list. Actually, it does so now for all tabs of the visible list, but doesn't carry over if you switch to the other pane. I'd prefer that the "local" setting be preserved on a per tab basis, but others may disagree.
What's confusing is that there are multiple methods to show folder sizes but they don't interact, so turning off the display in one place doesn't work if it was turned on elsewhere. I personally don't see any point in having a global setting available in Tools/Customize List which intuitively corresponds to the currently visible list. The global setting should be in the configuration dialog and nowhere else. That way, if turning off the size display in the local list doesn't seem to work, you always would know why and how to change the behavior.
What is controlled by the Tools/Customize List toggle should be the same action that is controlled by the Size Column Format properties sub-menu which you can also get by right-clicking on the Size column header. The only effect of the Pizza slice should be to allow you to do this with one click instead of two clicks.
