How do I do that? Right now, it still defaults to Windows Explorer which is still a broken mess.
I want to have XYPlorer all the time, not just sometimes.
I've attached a screenshot for clarity in case I'm wording this wrong.

This dialog cannot be replaced, but you can use Listary or AutoHotkey scripts to quickly switch the dialog path:

Install Listary and enable XYplorer in the options. When you are in a file dialog, pressing Ctrl+G will switch the dialog’s path to the path of the last active XYplorer window. Alternatively, you can switch to the XYplorer window first and then switch back to the file dialog, and the path will be changed automatically.
