Request for permanently showing arrowtips on scrollbars

XYplorer has the same scrollbar bug as Windows. In Windows when the setting "Accessibility > Visual Effects > Always show scrollbars" is enabled, the arrowtips at the end of the scrollbar still disappears unless you hover over the scrollbar. This is a defect in Windows. In my opinion, it should be possible to force the arrows never to disappear. The arrows take no space occupied by other elements and their frequent appearing and disappearing is a visual annoyance.

I request a setting that permits forcing the display of persistent arrowtips on scrollbars.
