This is a checkbox in Configuration/General that stems from old Win95 times. Win95 did not set the time information for Accessed but just the date, so the time was always 00:00:00, redundant information. By checking this checkbox you could get rid of those redundant zeros.
I do not know whether this also is true for Win98. Could anybody tell me?
If not, I would really love to throw this checkbox away!
Remove Option: Show accessed date only (no time)

Not so strange:
"Not all file systems can record creation and last access times and not all file systems record them in the same manner. For example, on FAT, create time has a resolution of 10 milliseconds, write time has a resolution of 2 seconds, and access time has a resolution of 1 day (really, the access date). NTFS delays updates to the last access time for a file by up to one hour after the last access."
