PageUp/PageDown

Hello,
When I hit PageUp or PageDown on the keyboard in list view, it always moves the selected item to the top or bottom of the list respectively.
It will also do it if I deselect all. It will remember the last item selected and move it to the top/bottom.
This happened after I updated to the 64bit version (currently v28.20) from v23.70, in which what item was selected was irrelevant.
I have tried changing every setting that seems to me, to be relative with no luck.
Any ideas?
