All 32-bit xyplorer (up to latest version, 27.20.1000) display the greek characters ok in ANSI.

I cannot reproduce this and see no way this could be possible in 27.20.1000. I could make it possible with some effort, but I doubt it's a good idea. The expectation is that the ANSI set is stable across all locales. So, sorry, but things will have to stay as they are.
