Can you copy downloaded FLV files in Vista?

Can you copy downloaded FLV files in Vista?

I'm asking the Vista guys here in the forum on behalf of somebody else:

Can you access
"C:\Documents and Settings\Your Details\AppData\Local\Temporary Internet Files\Low\Content.IE5"
and see the contents?

I can access the internet cache folder. My user account is an administrator type, though, and that may make a difference. Also, in a clean Vista install (e.g. NOT a XP upgrade) the path is C:\Users\<user>\AppData\Local\Microsoft\Windows\Temporary Internet Files\Low\Content.IE5
