Info Panel show/hide

What is this panel and how do I show/hide it? It seems to be like information on a file, but there's already a properties window so I really don't know what it is or what it's for and how to get rid of it.

Blue down arrow in the upper right side?
Menu - Window - [ ] Show Info Panel?

Are you talking about the "Properties" tab?

Yes. Also for the whole panel overall are they things about the file that you can't see elsewhere?

Apart from the settings about what you see when you're hovering a file, practically everything.
And the version tab shows different things than the properties tab.
Select e.g. a .exe / .dll and take a look...
