Setttings will not hold

For some reason, the setting for one of my computers will not hold. Though I load, save, close, when I reopen, the color theme and various aspects of navigation display will not stay per my loaded setting file. Any ideas how to deal with this?

When you open XY config dialog on that PC, does the path in the titlebar start with a write protected location, ie Program Files, if it does then move it to another location, then reload it from there.
