Do we manually add tweak TabsetsExplicitSaveOnly?

Are we meant to manually add the new tweak TabsetsExplicitSaveOnly to the config file? Only asking because it isn't present in mine. If we are meant to add it manually, which section should it be in?

If a tweak doesn't already exist in the .ini file, you're either on the wrong version or it was removed. Adding it manually wouldn't lead anywhere

I'm using the latest version v23.90.0408.

The tweak was added in version v23.90.0401 and on the beta page there is no mention of it being removed.

I'm using the latest version so how I don't see how it wouldn't support the tweak.

You need to have saved settings at least once with a supported version for the key to exist, ie. step one in the tweak FAQ.
