No, again the reason is "history". "Lock Tree" is on that place for so long, it's just too late to change it.

Maybe. But I am just wondering why a new user would search for the lock tree option in the "View" section. Here, I think, the better late than never approach should be followed. I don't think existing XY users couldn't accommodate easily. Of course you wouldn't touch the command ID, so scripts wouldn't be broken.

Alright, I'm ready to do it, add Lock Tree to Tools | Customize Tree, and remove it from the View menu, where it already looks pretty out of place.
But since the history of this goes so deep: Are there any objections out there?

When moving the Lock Tree option from one menu to another, it should have been easy enough to remember the setting (i.e. whether on or off). But it turns out that on each of my PCs, after upgrading it's been necessary for me to manually turn it back on again, because the setting was lost. Easy enough for me to do, but sloppy programming.
