Replace Menu Bar with new All Menus

Would like the option to replace the Menu Bar with the new All Menus that were recently released.

The Button Sets are a great new option to having multiple toolbars, but it would still be nice to have a static Menu Bar like what was created recently with the All Menus. So the objective would be the new All Menus that replace the Menu Bar, which gives us the option of dark mode, along with having the Button Sets for multiple sets of Toolbars.

Or just allow multiple Toolbars / Button Sets being visible at the same time.

Wow, I didn't know we could do that. For some reason I cannot find how you got the two stacked the way you show in your image. Can you tell me which setting I need for this?
