I just installed 12.60 and now when I try to go into Tools->Configuration or use the F9 shortcut - the program silently crashes - no errors or anything and no log file in the program installation directory.

Anyone seen this happen? Should I wipe out a config file and start fresh?

Strange. Don't wipe, might be useful to debug. Close XY, Right-click your XY shortcut, click properties and in the target field add /fresh to the end.
Now start XY. Does it still happen?

Added /fresh - same behavior.

PS: Where exactly is my configuration data being stored anyway?

OK, how about if you copy XYplorer.exe to a new folder and run that exe?

Good question. This is almost certainly caused by using a crack. The topic should be renamed: Using a crack causes crash.
