My Folder View no longer works.
I want the E:\Downloads\ directory to be sorted by date with newest at the bottom. It no longer does this, but behaves like the feature does not exist at all. I've tried toggling the blue and white "F" icon every way I can think of, and it just won't work any more.

Works fine here. Very unlikely that it is broken because nothing was changed here since long time.

I see the directory in question listed.Not sure what's causing this, but what do you see when you right-click the "F" icon and select Manage Folder Views?
I'll try deleting it there. Also install the new 10.0.
OK, I go to the directory (E:\Downloads) and press in the F, to indicate that I want it to remember the state of this directory separately from the main setting. I then clicked on the date column twice to sort newest on the bottom.
Went to another tab, it still showed sorted by name. good.
Went back to first tab, clicked a different directory. It sorted by name too. Good.
Return to E:\downloads. Still sorted by name! BAD. F icon still shows pressed in.
Playing around more, I think I was using it wrong. The tooltip says "click to save..." so I tried sorting first, then press it in. I had thought that changing things with the F unpressed would change the global settings so I'd have to change it back everywhere else. But pressing the F retroactively made the change for that directory only. Confusing.
So to change the way it remembers, I have to turn it off, change things, turn it on again. And turning it off makes it all change anyway. I can't just say "I want to keep it the way it is now", but if I decide to keep it, I have to set it up all over again.
