I'm not entirely sure what you mean, but as for showing (and using) those lists, each has a toolbar button acting like a drop-down, that can be added to your toolbar. Editing Recent Locations is possible through Tools > List Management; the Hotlist is dynamically maintained by XYplorer.

I mean the list permanently open like the Catalog or the Tree

Ah, that doesn't seem possible at the moment. The closest would currently be the buttons.
