is it possible to send User ID and password with a URL

I realize that this is a windows issue, and I know that the simple way of doing this has been disabled by MSoft - but...
(on the off chance that someone has considered a goto URL with USERID and PASSWORD built into the goto command) - just though I'd ask first. TIA
