Scan Drives After Tag.dat.

aka Multi-user Tags and Comments, step 1.
The idea is:
-offer user a way to scan the whole drive after <xydata>\tag.dat files (optionally enter such info as of D:\Arquivos de Programas\_XYplorerPERM\Data\tag.dat; E:\Programs\_XYplorer\Data\tag.dat, thus saving time and filtering out useless data at a given time;
-open such data in order to read such external tag.dat info as if it were "local" (current installation's) <xydata>\tag.dat;
-optionally import all or partial tags/comments/both/selected only (some tags or comments as user specified).
