Can't delete cache

After I click the clear to clear cache sometimes get this error ---

Your using an old version, this was fixed already,

      *.ini files yet. Did not kill "XYThumbs.txt" yet. Raised error 70 (Permission 
      denied) when the cache was currently active (thumbnails showing). All fixed.

v24.20.0522 > v23.50.0301 so it seems it still doesn't work as it should?
