Odd Behavior in Windows 11

When I attempt to move or copy a file using the Right Mouse button, I click on the file then hold down the Right Mouse button and drag the file to a folder where I would like to Move or Copy the file, but when I release the mouse button strange Menus pop up instead of the context menu that has the various Copy, Move, etc., commands. When I want to do those kinds of operations I am forced to resort to the Windows File Manager. :(

If I use the Left Mouse button I am able to do a simple File Move (or Copy in the case of a destination on a different drive) with drag and drop no problem.

XY version, from where to where, screenshot of that "strange menu", does it work with a fresh version?

Using latest version. I am attempting to Move a file from a flash drive to my hard drive using the Right Click and Drag method. When I drag to the destination folder, hover over it, and release the mouse button the menu in the attached image pops up. You will note that the Move command is missing from the menu. Looking at it closer it is the same menu that pops up when you just right click over any file. As a work around I have been copying the file with the Left Click and drag method then deleting the original. It's a small inconvenience but it's not supposed to work that way. Hope someone can figure out why this is happening.
