Assuming that other people don't want them I would rather they were removed, particularly since they don't always correspond to the command. It's a pity if you spent a lot of work adding them.
However, the algorithm that you are using for shrinking the icons appears to be part of the problem. I've tried shrinking various icons to 13X13 from 48X48, 32X32 & 16X16 with several different graphics programs. They all produce similar results which are better than those in XY's UDC menu. Do you have control over the algorithm?
Also, x² has spacing between menu items that is different for different items, 17 pixels if there are no icons and 20 if there are icons, so at least in the language that x² is written in it can be done.

I don't find an acceptably easy way to alter the height of menu items (from 13 to 16 pixels) per app! (And you don't want me to do it system-wide right?)
I mean, for Move To/Go To/etc it's a folder icon, sure I can't tell if there's a VF or Name Search defined, but either all folder icon or no icon at all gets the same results, and for Open (With) it's all the right icon (eg. I got WinRAR's icon for Extract here, etc), and it actually is a nice visual aid.
An INI Tweak to disable them maybe, but removing them I vote against, even as default.

Apparently, Gandolf uses AutoHotKey to create keyboard shortcut macros that work in the apps on his system, including XY.
When Don made the Info panel button a toggle (my feature request), it screwed up Gandolf's AHK macros so that he often ended up with the Info panel hidden when it should have been displayed.
But Gandolf has also mentioned using x2 for some time now; I can only assume it fills a need that can't (yet) be handled by XY.
I don't want to put words in his mouth, but in case he doesn't post back, it's possible this Info panel toggle issue was the last straw for him.
