...reasons with a constant hourglass mouse cursor. The following have been tried:
1. Clicking on the upper right Red X launches a popup dialogue box which reads:
Microsoft Windows
The application is not responding. The program may respond again if you wait.
Do you want to end this process?
<End Process> <Cancel>
Clicking on <End Process> is ignored.
2. Task Manager "End task" function is ignored.
3. Attempts to close via the taskbar "Task View" function are ignored.

I forgot to mention I'm using the latest version, altho the problem occurred with the previous version also.
And I'm using current update of Win10.
I went ahead and tried an unsuccessful reboot or two and eventually took the opportunity to return to a Restore Point (dated 28Feb'19); i was very surprised that the restore actually completed; i have not seen a successful reversion of Win10 to a Restore Point in years. LOL.
