What is the purpose of TabsetsNoPaneActivation?

Reading the changelog of XYplorer I stumbled upon the TabsetsNoPaneActivation config param.
Still I'm a bit confused about what is the best value for it: 0 or 1.

Apparently related to an issue I had (I was not able to persist a dual pane session with only one tab per pane).
I've changed the value of TabsetsNoPaneActivation from 0 to 1 and now panes are persisted across sessions.

Any help appreciated.
