Drag & Drop without going on top (like in Windows Explor

Let's overlay the Windows Explorer window with any other application window.
But so, that you can still see some part of the Windows Explorer list view.
Now, put mouse pointer over any file name in the list view, and press left mouse button.
You see? Item is selected, but Windows Explorer does not brings itself on the top, giving us possibility to drag and drop into overlapping application's window.
Nice, isn'it?
How about the same behaviour in XY ?
