Custom File Icon for Paper Folders

Where in the labyrinth of XY can the icon for Paper Folders be changed to something else other than that question mark? Have tried the obvious of adding paper:|paper to Portable File Icons but that yielded nothing.

This seems to work in Portable File Icons for me - just replace <xy> with your icon:

Though why you see a question mark instead of a paper airplane might be a bug.
