Dragging file drags entire folder

I am working in Windows 8.1, 64 bit. In the C:\Windows\Fonts folder, if I drag a single file to the desktop with the right mouse button and select move or copy, it moves or copies the entire folder, not the single file. I've only seen this with the fonts folder, but have been able to repeat it several times. Is this a known issue?

Confirmed! :shock: A curious Windows bug/behavior. The dropped location is responsible for the action under Windows, so you should send this report to MS.
