Setting Colors: What am I doing wrong?

Hello:
I need to change the Background Color of Selected Rows in my Lists.
But when I change the Color in the Box: "Config Page: Colors / List / Browse / Selected Rows"
it has ZERO effect on my Selection color.
Can someone please suggest why I’m not able to change my selection color?

The color is controlled by Windows Theme:
Right click desktop > Personalize > Window Color > Selected Item
