Didn't IP previously have a vert scrollbar on Preview HTML?

I'd been really quite far behind on updates and was somewhere in the 12.60-12.70-ish range (title bar has already updated so not sure excatly) so updated to latest today...needed to Preview a very basic and simple HTML file and didn't see a vertical scollbar which I really needed...is my memory that bad so it never had one and I thought it did before -or- did it get lost somewhere?

You probably are seeing the shell preview of HTML which is just a thumbnail.

Not a thumbnail as I can use both PgUp/PgDn or up/dn arrows to see the whole web page but no way to do it via mouse...

Works well here, so it's probably some setting of yours.

Have any idea of what to look at/for? Since I'm quite sure it was there with my old vers...though I'll admit I don't use Preview on HTML files all that often.
