Since we have "Select Language..." in the menu, should "Load language after download" better be called "After downloading select this language"???

The issue is not space but clarity. I don't like that we call the same thing "Select" in one place, and "Load" in another place.

Then you should change "Select Language..." into "Load [another] Language...". Not that I'll be using those menu items, but honestly, I think you're fine just the way it is. In one case, you are "selecting" a language, and in the other you are really asking the user if he/she wants to "load" the language file after downloading it. Looking at what Windows does for its own configuration, “Choose a display language” and “Current language for non-Unicode programs:”
“Installing” makes them available so they may be “chosen” when desired.
