shortcut to system restore

another question... (confused)

i want a new shortcut to system restore

from start - run - if you write "rstrui.exe" launch the utility

same thing if you create new shortcut on desktop - rstrui.exe you have a new shortcut to this win app ----- that's ok......but....

if you create a shortcut using a XYplorer to rstrui.exe ..... Link target not found!!

if you go with XY to system dir (C:\Windows\System32) the file rstrui.exe not exist!

but if you go with explorer (win+E) and go to C:\Windows\System32 you see the file rstrui.exe !!!

now if i have shortcut on my desktop to rstrui.exe, this work. but if i want move to another folder, and i use XY this shortcut not work.
this not work on XY because him not see rstrui.exe, only explorer.exe see him......

the same thing with sysdm.cpl....if you go on C:\Windows\System32\sysdm.cpl whit XY and clic, you see only Name Computer, advanced option, remote connection....
if you go with explorer.exe and clic, you see Name Computer, Hardware, advanced option, remote connection, system protection

why this????
