Does "save copy of configuration as" saves the tabs as well,if i format the pc
and reinstall xy will it restore the tabs?

No, use Backup Application Data Folder to save everything. "Configuration" in this context just refers to XYplorer.ini.

still that doesn't restore all tabs(for eg if i close some tabs and load the previously
saved config file),when can we expect complete tab restoration,it's the most
imp feature,and i have read that many people are in wait for this.

complete tab restoration? never heard of this feature, nor of somebody wanting it...

what i mean is the ability to save all tabs with all settings and make it to
restore after a format has occured(i.e many tabs that where saved previously should
be restored)

Well, as I said before: Backup Application Data Folder saves everything. But don't save it to the hard disk you are formatting... :mrgreen:
