Move Up - V9.6 missing in context menu

I am trying to use the "move up" button/command and configure it, but can't find it. The web page description shows this to be under tools/configuration/advanced/settings. But I do not have a settings option in Advanced. Is there another way to unlock this feature? Thanks.

If you are running v9.60.0100 or later you find it under tools/configuration/extended/file list...
