Tabs in separate row

Now we have:

address bar
toolbar | tabs

I want to optionally have:

toolbar | address bar
tabs

I need a wording suggestion for it: "Tabs in separate row"? "Tabs in own row"? "All the width for tabs"?

Are these variant possible:

menu + toolbar
menu + address bar
menu + tabs

BTW, we have now so many different buttons for toolbar, that I feel need for separators. Is it very difficult task to code?
