Address bar next to menu???

I know this was discussed somewhere, but couldn't find it.

Change the layout to:
Menu+Address bar;Toolbar+Tabs

I guess this is difficult because I have not seen it anywhere else.

I'd love to do it, but it's not possible. I would have to replace the VB native menu bar by an owner-drawn menu, which I already successfully did years ago -- successfully apart from one little problem which I never could solve: the menu would work only like e.g. the "Links" bar in IE: if one popup is open you can't hover the others until you close the one. Bad!
