Tried again, seems I was wrong.. not sure what happend though. :? But in fact it always use the same, for me it's "explore" though (I'm sure of that yes ;)) But Explore is my default operation, maybe yours is Open I don't know....

Forget it, it's not possible.
Why is it impossible? I'm pretty sure I did that before in VB (when starting a new instance of an app, sending the parameters to the already running one, bring it to front & end the new one. I might still have the code somewhere if you're interested....
