toolbar address bar layout - floating

It seems to me that the important area of information is the tree and list items and these need as much space as possible, especially at the top of the XY window. Could it be possible for the toolbar and address bar to be a floating toolbar moved by the user as desired. Moving it to the lower part of the window would still give the same functionality but make more space at the top. If the info required at the lower part became important then it could be moved at will to any position.
