Can't access .ini file on Windows 7RC?

Like every self respecting geek out there I wanted to give the Windows 7Rc a try, and the first thing I did after install was to grab the latest XYplorer beta and unzip it straight to "Program files". Second thing is try to open the .ini file and start fiddling with it. Of course something is wrong:

XYplorer shows the .ini file right there, reporting 27kb size. Trying to open it pops up a warning from notepad to the tune of "file xyplorer.ini does not exist, do you want to create it?". Opening the file properties (right-click, properties) shows a lock overlaid to the icon.

Windows Explorer doesn't show the file at all, even if setting the folder options to "show hidden, system and protected files"

What's up in your opinion?

I think this is probably related to folder virtualization (which started with Vista), which I think is different from, but probably related to, UAC. Folder virtualization would explain why Windows Explorer can't find the file (becuase it's actually ina different place), but I'm not sure why it would cause XY to be unable to open it.

Scenario 2: You cannot find the file or the folder that you just created

When you use an application for which virtualization is enabled, you create data files in virtualizable locations of the file system. When you use another application or Windows Explorer to access these newly created files, you cannot find them. For example, if you save a file in a photo editing application in the %programfiles%, %systemroot%, or %programdata% folders, you cannot locate this file.

Scenario 2

To resolve this issue, use one of the following methods:

• Click the Compatibility Files button that appears on the Explorer bar to view virtualized files in the folder. The Compatibility Files button appears only if there are virtualized files in the folder.
• Look in the C:\Users\User_name\AppData\Local\VirtualStore folder to locate files and folders.
• Save your application's data in a folder under your user profile.
