Well probably it is, because apart from XY.com I rarely download files from the same site on a daily basis, which keep their name forever but change their content all the time.
This is what makes the situation unique I think.

Did you ever try to set the value for expiry to -1 (i.e. <meta http-equiv="expires" content="-1">)?

This would not help because it would only affect download.htm. The point is to prevent caching of xyplorer_*.zip.
