Full Screen Preview does an impressive job as a graphics viewer, navigating with arrow keys or PgUp and PgDn.

How about adding code for scrolling? Using a Cirque Gluidepoint Touchpad it is possible to move forward and backward via scrolling in such programs as ACDSee and Faststone Image Viewer.
