Rather than searching through the release notes, is there one place where all the (current) information (use, settings, tweaks, etc.) is located? Especially since the User Manual hasn't been updated for the 64bit version.

I understand that, but how to I invoke it? Where do I start? Is it in a drop-down menu? Point me in the right direction please.

There is nothing to activate, they are just subtle changes to the general appearance of the UI being implemented with the versions as per change log.
