Does the folder size calculation consume memory on Windows 11?
If so can it be shut-off?

Everything consumes memory, time, and energy.
1) Right-click the Size column header and uncheck Show Folder Sizes.
2) If it's still on afterwards, turn off the global switch here: Configuration | General | Tree and List | List | Always show folder sizes

Just following up in case it helps anyone else:
The issue turned out to be that “Show cached folder sizes only” needed to be enabled (in addition to having caching on).
Without that, XYplorer was recalculating folder sizes in the background even though caching was enabled.
Once that was enabled, the repeated scanning stopped.
