Configuration window it's not always on top

Configuration window it's not always on top.
To replicate:
- open XY
- open Configuration
- click on another program on taskbar to bring it on top
- click XY -> the main window it's on top, not the Configuration
- to make the Configuration window to be on top you have to go to next program and minimize it

Also can replicate this by Alt+Tab between XY and another program.
