Drag-Drop as Admin Puzzle

On my Dell Inspiron laptop, when launching XY as Admin, I have not been able to Drag-Drop from a browser to XY.
My understanding is this prevented by Windows security.

As a result on my XPS when I recently launched XY as Admin, I was surprised to find DD from the browser works.

To determine if this was an XY issue, I performed the same test on both machines but with NotePad++.
The result was the same- when loaded as Admin, and DD a URL to a document, on the Inspiron, it was blocked, it was not blocked on the XPS.

So this indicates it is not related to XY but some type of Windows configuration issue

Here is a summary

Dell XPS & Inspiron laptops (same age)

On both

Win 11 Pro (current updates applied)

XY 26.90.0300

UAC is set to never notify

Do any of our Windows security experts have a clue as to what setting might be allowing DD on the XPS?
