I just told a user in the TC forums how to do that with Total Commander.
A similar procedure can be uses in XY.

Load the .m3u file into your editor.
In this example Notepad++, but PSPad or Akelpad also support the regular expression
used to remove the file names from all lines which leaves the paths.

Put the cursor on the beginning of your file.
Menu: Search / Replace
Enable Regular expression under Search Mode
Find what: [^\\]*$
Press Replace All
Press Close
Save your file

Load this file as Paper Folder in XY
Make your file operations.
Windows 11 Home, Version 25H2 (OS Build 26200.7462)
Portable x64 XYplorer (Actual version, including betas)
Display settings 1920 x 1080 Scale 100%
Everything 1.5.0.1402a (x64), Everything Toolbar 2.1.1, Listary Pro 6.3.6.99

There is of course nothing done by just editing and loading the file.
The editing is only to get the folder structure without the files.
The Paper Folder then contains all folders of your m3u files.
So you can make use of all XY tools and functions to copy them.
Windows 11 Home, Version 25H2 (OS Build 26200.7462)
Portable x64 XYplorer (Actual version, including betas)
Display settings 1920 x 1080 Scale 100%
