SC not handling single quotes properly in v24.20.0020

Using v24.20.0020, there seems to be an anomaly of how commands are parsed when using single quotes for params, a very basic example is this: e '1';, but the issue has strange effects depending on the command. Issue may have started in earlier recent builds, I haven't tested and skipped to this build from .0011.

Yes, that's a brand-new bug in v24.20.0020. A little optimization. Works nicely but needed another tiny touch. Next beta.
