SC tagexport is now non-functional in RO mode

I think this must be a change within the last year, now I can't tagexport a path in RO mode, and also Export Local Tags is non-functional too. Repro steps:

• launch RO mode
• tag some files
• Tags | Export Local Tags or tagexport();

Yes, I fixed that on 20220108 (not in change log). RO is RO. No writing allowed.

Well that's a shame, it was handy being able to do whatever and not worry about changing the main DB but still be able to Export Local Tags, but I understand your reasoning.
