What? "Preview as Thumbnail" should not make a difference to thumbnails, but it can make a difference to the preview.

Sorry I miss understood (too much caffine!) I thought you meant does the Preview panel work.
With all the Previewed Formats Catergories turned off, nothing appears in the Preview Pane (not even the 'Preview Now' "File type excluded from preview in configuration") it's just blank.
With Preview as Thumbnail enabled and *.eps checked, the Preview Panel displays a thumbnail:

With Preview as Thumbnail enabled and *.eps unchecked, what do you get then in the Preview Pane?

Hmm nothing its just blank:
-
If I leave it checked and then select an EPS, it loads it into the Previw Pane. If I then uncheck it - the Preview Pane continues to display the original file even if I start selecting other EPS files: -
The Preview Pane then resets if I choose a different file type (e.g. JPG) and then when I select another EPS again, it goes back to being blank

OK; thanks. I guess that depends on the preview handler. There might be others out there that show a more complex preview, beyond a mere thumbnail.

Re: Broken EPS thumbnails from 22.40+
Yea Ardfry Codec seems quite... basic. It only reads the EPS thumbnail data (if its available).
MysticThumbs is able to re-generate prettier larger previews based on the actual vector and creates transparency too. But its quite temperamental and needs its Control Panel/licensing service thing running in the background all the time. And when it crashes it takes out Explorer / hangs XYplorer.
All the EPS ones seem to rely on Ghostscript to process the files for larger previews. XNview does this too but requires its own browser and XNshell only has context menu thumbs.
I'm still trailing different codecs but its time consuming (and difficult with how Windows 10 assigns/overwrites registry entries for different extensions!)
Saw a cool modern SVG thumbnailer/preview extension that even supports XYplorer!
Its free on github, called SVGShellExtensions -
Alas, EPS seems a depreciated legacy format now. I'm seriously considering spending a week batch converting hundreds of vector art libraries to SVG
